Our History

Williamsburg-James City County Community Action Agency (WJCC-CAA) is a state and federally-certified Community Action agency that serves the residents of Williamsburg and James City County. We are part of a national network of over 1000 Community Action Agencies committed to poverty reduction. The network was established in 1964 with the passage of the Economic Opportunity Act.

History

Established in 1970, WJCC-CAA is a private 501(c)(3) non-profit organization. WJCC-CAA has an array of community-centered programs and services, including Head Start, Project Discovery, Energy Assistance, and Financial Literacy. The agency develops partnerships to address poverty while creating avenues of empowerment for individuals and families.

The agency adheres to Results-Oriented Management and Accountability (ROMA) and relies upon a 2-generational approach to serving clients and their families.

In addition to our main office in Poplar Creek, WJCC-CAA has two satellite Head Start program locations at Norge Elementary and James River Elementary.  Please visit the Contact Us page for a complete list of locations, addresses, and hours.
